Too Many Cafes?

 Should a city regulate the number of businesses in a certain industry? Let's talk about Penang Island, specifically George Town. If you walk about every single street, there's a new cafe, a coffee place, an eatery popping up. There are days when I wonder how this can be sustainable and healthy for the economy. If you have 100 people and 30 cafes, it means every cafe will get 3.3 customers. How can all these 30 cafes pay their bills?

Now, let's consider a scenario where some cafes perform better and 10 of them close down. The debts incurred, is that even good for the economy?

What if Penang Georgetown used data on tourists, population, and traffic flow to determine the number of cafe licenses allowed in Penang? From there, the city could regulate the growth, hand-picking the best and healthiest ones to move forward and expand.
